The report assesses the real-world status of children’s rights across 36 European countries, drawing on data from 84 member organisations. It finds that despite legal commitments, child poverty, social exclusion, and lack of access to basic services remain widespread, especially for vulnerable groups, and ongoing discrimination and anti-rights movements threaten progress. The report covers key issues such as child protection, justice contact, mental health, migration and minority status, and digital rights, and offers concrete policy recommendations—like ending child poverty, strengthening protection systems, ensuring adequate housing and social safety nets, and reinforcing the European Child Guarantee—to move from rights on paper to rights in practice.
