The Safe Schools Declaration is a non-binding intergovernmental political commitment launched in May 2015 at an international conference in Oslo, Norway, through a process led by the governments of Norway and Argentina with broad consultations among United Nations member states. It commits endorsing states to protect students, teachers, schools, and universities from attack and military use during armed conflict, to collect data on such attacks, investigate violations, support victims, and integrate protection measures into national policy and military doctrine. The initiative has been supported by UN leaders and international organizations and, as of late 2025, 122 states worldwide have endorsed it, forming a global community committed to safeguarding education in conflict settings.
