The guidelines are aimed at supporting the development of meaningful and equitable youth participation and civic engagement. They provide information on the why, what and how of youth participation and civic engagement. Key sections include guidance on: Conceptual Understanding, Key Strategies and Key Interventions, Organizational Engagement and Processes, and Monitoring and Evaluation. The annexes provide sector-specific guidance on youth participation in the areas of: Health, WASH, Nutrition and HIV, Education, Child Protection, Care and Justice, Disaster Risk Reduction, Climate Change and Environmental Protection, and Peacebuilding and Humanitarian response.

These guidelines are based on consultations with 86 young people (48 women, 38 men) aged 10-19 from Indonesia, Libya, Moldova and Ukraine, who took the time to share their views, feedback and suggestions on key strategies and approaches to support their participation.
